We have an enterprise license, and would like to run a development instance using docker containers in azure. What the correct way to setup the license key info?

Every config can be entered also as the environment variable and that is typically the most convenient when using docker. https://jsreport.net/learn/configuration

The development license can be marked then using env:

license_development=true
