Table of Contents from HTML to PDF in ASP.Net Core

Is there an example of conversion of Html Code for the headers/subheaders section as Table of Contents in PDF? I am using ASP. Net Core and am able to create regular PDFs but have not found a way to implement clickable Table of Contents.
