    2. while upgrading from enterprise to enterprise-scale only involve difference pay?

    4. does the report short id always changes on dev-servers?

    You mean if you reach the 6 months free updates period on one-time license, but want to update?

    Yes, just the difference

    I'm afraid no. There is only the free version and also a month trial for enterprise version with templates limits.

    does the report short id always changes on dev-servers?

    shortid is created during the template creation. So if two servers create the template, both will have different shortid. I guess your question is about the deployment, but please elaborate more.

    The import doesn't change the shortid.

    The server is considered as production if it is used by users outside of the dev team. This means that the continuous integration server is considered as development for example. However UAT server can be considered as production if it is reached by the users outside of the dev team.

    lastly, how many dev servers we can have?

    You can have as many dev servers as you like and you can use the same license key on the dev servers.
