Unfortunately, the browsers have still very poor support for CSS-paged media.
So we typically solve such problems as you describe with pdf utils or with javascript.

The first-page header content could be just moved to the main content to avoid problems with different header sizes.

Found the answer, using @page {margin: 100px} and then adjusting all the other top margin padding.. Hacking my way though a nice report!!!

ahhh, I see... I have forgotten about the rendering codes, there are margin options too...
