Queued reports will be queued till they reach the reportTimeout config. There is no other config.
If you have problems with overloading server by sending too many reports at once, you will need to put a webserver in front and do throttling.
I don't know, I don't have experience there.
However, I guess the SSRS output will be a crazy messy html/css that will be hard to maintain.
You better outsource someone to code your report in quality CSS which you just make dynamic with handlebars.

In fact I dont have this option, since my excel its a bit old dated...but I have a friend with office 365 and I was able to use that feature( "place in cell")
I'm afraid there isn't a good solution. Chrome needs to print the PDF from your rich html/css so it needs to use a lot of vector graphics in the final pdf source. The acrobat on the other hand needs just simple code to be able to edit stuff like bullets or tables. Maybe there is a solution but I don't know it at this moment.
